I have been to Chicago twice – once in 1974 on a student trip to see all the amazing architecture and then again in 1979 to attend NEOCON. Even then, it was becoming unsavoury.

I would not hesitate to draw my gun and that is often enough to make an attacker retreat. But if they kept coming I would shoot.

Exactly right! The grandfather of a long time friend of mine was one of the early FBI agents in the 1930s, later he was chief of police of a large Midwest city for a couple of years, then in the OSS in WW2, afterwards a CIA station chief.
He wrote a book about his experiences in law enforcement. Writing that three things are needed for crime to flourish in a city: Criminals, corrupt local politicians and corrupt business owners.
Eliminate one of the 3 and crime is more easily brought under control. Just as with the combustion fire triangle, eliminate one of the 3 elements: fuel, oxygen, heat and there is no fire.
Anyway, due to his experiences he saw no reason to be a respectful of politicians. Indeed he seemed to despise corrupt politicians more than the thugs. He expected thugs to be thugs, but politicians have been given the community’s trust by their votes, and are expected to be or ought to be law abiding. Their hypocrisy and corruption made them the bigger evil.
I saw a video of a couple of hood rats who showed me that they understood the universal signal to back the fuck off or become worm food.
I admire the restraint of the man being assaulted. Looked like the gentleman was a proud member of Team Glock. I could be mistaken.

The victim should be able to say that the perps said “watch your ass, we are coming back for you”, and shoot them as an act of preventive self defense.
