I’ll own this: I should’ve been more thoughtful & thorough in crafting this bill in the first place. It’s clear there are many unintended consequences, both from the language & design. I appreciate folks like @CrownAndJoke & @kendallybrown, among others, for pointing them out.

That pretty much covers all leftist policies, but this one backfired on you and the unintended consequences is a self-defeating position that bolsters your political opponents.

The legalization of abortion has led to a lot of men feeling as though they have no responsibility for the children they sire. A child becomes a “choice” a woman makes, rather than a natural consequence of having sex. Her choice = her responsibility for these men. The profusion of fatherless bastards is a direct result of this attitude.
The idea of a guy getting a girl pregnant, and then sitting with the girl and saying “we have to do the right thing, we should get married as soon as possible,” would be met with uproariously laughter by 90% of today’s girls. They don’t even think of it as an option, let alone the correct thing to do.
The courts have ruled time and again that men have no say in preventing the abortion of their child. Therefore, they should not be financially responsible from conception.

The bill would work if the legislators can work in DNA matching to make sure the state identifies the real father. Perhaps give the accused a chance to defend himself in court by DNA analysis. If the mother gets is wrong, she can accuse another sperm donor until they find the right guy. Meanwhile, the public gets to share in the whole promiscuous history.

Babies are not “accidents”. They are “fearfully and wonderfully made” according to God, the Creator. That sounds intentional and planned.
Since the left is Godless, the real definitions of male and female are lost on them. Rep. “Dingbat” Bennett can rewrite that ironic bill, but no amount of wormy, word soup will turn the righteous reality of creation into leftist dogma.
