If, as the police flack said, “…it was not a pipe bomb, not a Molotov cocktail, had no projectiles, no shrapnel and nothing was ejected,” then likening it to a firecracker is reasonable. The potential for bloody mayhem and mass murder was certainly there, but that didn’t happen, thank goodness.
Still, find the perp and throw the book at him.
