PJM: In some downtowns, you can see lines on buildings denoting the high-water mark from the big flood of years gone by. In the Tenderloin District of San Francisco, there’s a line of demarcation on many buildings. It’s the line separating the relatively clean part of the building from the 4-foot-high urine-soaked foundations where drug-addled homeless men relieve themselves in broad daylight.
