Reader “Gunny” at Conservative Treehouse explains that this is a spending bill, not a budget. There is a YUGE difference. Trump observed Obama’s technique for 8 years, can he be taking a page from that playbook?

MJA said the same thing to me a couple of hours ago. In the fog of war, I wasn’t hearing it.

Wheatietoo and I spent hours yesterday providing links, researching the laws, the 1974 law and statutes…. Do you know why the Omnibus is not going to get any notice…Here it is..

It’s not an official ‘Federal Budget’. It’s an Omnibus bill…not a Budget…He outsmarted them again…Congress basically screwed themselves by not passing a Budget…

Per the Constitution…the President must adhere to a Budget set forth by Congress and direct the expenditures as provided therein.

This is another one of those big Porkulus Bills, like they gave Obama for 8 years. This is not a Budget..

An Omnibus Spending Bill may have some ‘instructions’ as to how the money will be spent…but Obama ignored them.
He spent the money, or didn’t spend it, however he wanted to.
And Congress didn’t do a thing about it! Because they couldn’t..

And, it is only for 6 months..

I think our President observed how this happened, year after year.
He is bound to realize that those ‘appropriations’ for different things in these Omnibus bills…are merely ‘suggestions’.

So like Obama, Pres Trump can spend this money on whatever he wants to.
Or…not spend it.

Planned Parenthood?
What if our President decided to tell the Treas Dept to ‘slow-walk’ that money to Planned Parenthood…until the Senate gets off their ass and confirms his appointees?

Sanctuary Cities?
What if our President decided to ‘slow-walk’ that money too…until those Sanctuary Cities assist ICE in rounding up criminal illegal aliens?

Splodey heads? From the Dems and the Enemedia?

There would be a colorful display of splodey heads.

Our President could just say…’What! Congress should’ve passed a Budget.’

done finished…research was done…and it is so very humorous actually….our VSG..just said just give me money for the military and the wall…put anything else you want in it…and those goofballs did.

In this case, as per above….he doesn’t have to spend a dime….because it is not a budget…and even if it was…researched….he could still spend as he please…
Congress appropriates….up to the President to spend it…or not….as he pleases..

If anyone disagrees, I can go back and get the links and evidence, but if you just read yesterdays political thread…Wheatietoo and I laid it all out for all…Wheatietoo did most of the work and put together the consolidated update as per above….

Again, that is why Obama never had a Budget in his Presidency…Congress did continual Omibus’s and he just took the money….for 8 years…and no one seems to know where it went…

  3. Heh. I remembered when I heard “omnibus” during the 0bama reign, no money was being spent where it was supposed to be spent on. And on construction, nothing was spent except for road signs. Do you guys remember any new bridges or 1000 mile stretches of new FWY being built? I don’t. And jobs were disappearing left and right…and remember the 0bamacare website that didn’t work? He was paying off his buds and hiding money. Where’s the money the state dept was given and Hillary ‘lost’?

  5. If anyone understands how the finances work in D.C. its OMB director and head of the CFPB Mick Mulvaney. If there’s a way to turn this on the Democrats, he’s just the guy to do it.

    The provision only last through September, then it will be a mad rush a month out from the midterms for Congress to do this all over again.

  10. I was wondering about some of this today. Trump made a point of talking about how a lot of the money to the military and DOJ is discretionary and he mentioned it a couple of times. Then he had the head of ICE (I think, maybe Homeland) speak about sending more money to their department.

    What we really need it to get rid of Ryan and McConnell……
    and all the other RINOS.

    I believe the IG report comes into play. I know it sounds a little crazy, but i just can’t shake it. You look at the way Chucky, and Nancy are smiling. They way the RINO’S are smiling. All of us normal fold feel like we got gut punched. After you read the above, add in the forthcoming IG report, and what quiet Sessions might be up to behind close door. Im guessing it will shock everyone.

    If this all comes to light, and names are named, and this corruption is as bad as we all think it is, every elected democrat (and a bunch of RINO’s) are in deep do-do. Can you imagine the fall out. The who’s who. The who has been defending who. Mid terms are just around the corner. Can you imagine what the President can do when this can of worms is fully opened, and is the news cycle 24/7 for 3 months straight. The chaos that it will create is hard to fathom. I could go on and on. I’m just asking you to think about what is about to happen, and what could happen afterward.

    It might be 5-D chess. I lost the first game of chess i ever played at age 13ish. In the 34 years since, i never lost another one. You have to think 4 or 5 moves ahead. I have a sneaky feeling that is what might be going on. Got the military funding, and we will get the rest sorted out after the hammer falls.

  20. The President knows what he’s doing. I’m no drone, but this doesn’t even worry me.
    My dad – a long time Union Democrat watches CNN and network news all day. Yesterday I drove him to pick up his car from the shop and I had Levin on my radio. He made a comment which started with “Your President”. I informed him, “He’s your President too, whether you like it or not”.
    Just now I overheard ABC news trying to drag Trump through the mud. They covered for Bill Clinton, but focus like a laser beam on Trump. It really makes me sick. And worse…my dad acts like a lemming believing everything they spew.

  31. The problem is this really was nothing more than the establishment taking a stance against Trump. Trump is the only one that can break his bond with voters. The establishment only cares about the perception and spin. If Trump is seen as not fighting, not getting his agenda done and worse, joining the swamp then a lot of his supporters are going to get really angry and say what is the point. And if you heard any am radio today after the bill was signed that was exactly what the callers said. The establishment just got what they wanted – they harmed Trump. They got the perception and story that Trump is no longer a guy worth supporting. He really needs to get in front of people and explain himself better. What they also harmed was his negotiator imagine. There was no visibility into that and it looks from outward appearances that he just folded. I have a very bad feeling this is not going to go well for him long term and I don’t believe he is a master chess player outsmarting everyone.

    Here is what I put in the win column:
    The Military can get what they need
    The gloating dems are on camera, spewing their gloat breath to be recorded
    The dems are fully exposed for their abandonment of the dreamers (which just may bring Hispanics to the Trump Train)
    The wall gets built
    Schumer and Pelosi look happy with all the rope Mr. Trump is paying out

Trump is so far ahead of these Liberal Dems, RINOS, & Progressives in general, that this is no longer 3rd, 4th, or even 5th level chess ahead of them. Think of Trump Tower as a comparison. They are trying to play chess at the basement level, while he continues to play at the rooftop level. They have no clue to what is going to happen until it hits them right between the eyes. The dumb ones won’t know what transpired & the smart ones will try to find a wormhole to squirm into to hide, only to find Mr. Trump has filled them all in & created a situation where they can’t dig themselves a new one.

    What if obama has so gutted the military to such a dangerous level that all else needs to be ignored for the time being? A deal like this accepted by a president like this because of the extreme peril we are in might explain this seeming retreat.

    Then what he needs to do is come out immediately on TV and briefly but clearly explain just how bad off we are militarily and what kind of threat we are currently under, which would conceivably justify everything he just signed off on. He MUST convince us, fast.

    Consider the possibilities.

    IF this is a Trump gamble, it’s the riskiest yet. If that $$$ goes to PP, it will be over forever for a lot of people. We haven’t seen staying home in protest like we’ll see if that happens. And Trump will have broken his word to do it (don’t tell me he didn’t, you know he did).

    Or…IF it’s just the start of selling out to the swamp, it likely won’t stop. I don’t need to say what happens next…same result as above.

  75. There is a narrative spreading around Facebook which is entirely inaccurate. I believe “Gunny” started it. It states incorrectly that because President Trump signed an “Omnibus bill” and not a budget he can spend or not spend the appropriated funds as he sees fit. This could not be further from the truth. While the president does have strong influence, there are multiple laws that place constraints on the president as to how he can spend money appropriated by congress. One of them is the Impoundment Control Act of 1974. That law states that “the president may propose to defer spending for a time as long as the deferral does not extend beyond the fiscal year or long enough to allow budget authority to lapse. Each deferral must be accompanied by a message to Congress with the details and justification for the deferral. The Comptroller General reviews each deferral and informs Congress of the accuracy, legality, and impact of the deferrals. Under the act, the president may not refuse to spend funds unless the president proposes a rescission to Congress. Once such a proposal has been made, Congress has 45 days of continuous session to approve to rescind all, a portion, or none of the funds.
