Here is a defensive option for Norway:
1) Offer Norwegian citizenship, looting rights, land grants of conquered territory, and full immunity from prosecution to adult males of western European descent that are willing to fight for Norway.
2) Post the offer in English, in US newspapers.
3) Wait a month or two.
4) Redraw the map of the new, much larger Norway.
