As the campaign for Joe Biden attempts to push the General Services Administration (GSA) to approve a transfer of power, the agency said that it has not made an assessment of the situation.

  1. A “clear winner is clear based on the process laid out in the Constitution” would be when the electoral vote is taken and he wins, wouldn’t it?

    Or is there some other Constitutional provision that allows him to be considered the winner before that?
