The reason Quebec is running low on electricity is because they’re selling most of the huge James Bay hydro-electric production from Labrador to New York (and I think some other eastern states). They screwed the Newfies years ago and are buying the juice from Newfoundland (Labrador is part of NFLD) for peanuts and selling for big bucks. I suspect the provincial government is loath to give up any of the US bucks and is instead telling the population to turn down the heat.
No, keep a lot of heaters plugged in. Any open outlet is just letting electricity escape without doing any good.
