I like a conspiracy theory as much as the next guy, but you don’t shoot to wound so he can be interrogated later in this situation. If you wouldn’t shoot to wound a home invader, then why would the snipers shoot to wound there by allowing the assassin the get off a few more shots. In both situations the threat has to be eliminated as fast as possible.
A KILL shot is the only option.
