I have worked for Shell and Esso in Puerto Rico years back.
It was similar to Atlantic City. Resort casinos in one area, Old San Juan up the hill, and the rest was a democrat liberal poverty dump.
The resorts brought in a ton of money, while ony corrupt politicians got rich.
If you live in a refrigerator box, any storm is bad news.
One more thing, the casinos had the least “player” favorable rules for Blackjack. Vegas it aint.
