WASHINGTON (AP) — The Justice Department’s investigation into Hillary Clinton’s email setup has been formally closed without any criminal charges, Attorney General Loretta Lynch said Wednesday.
The decision had been expected and was largely a formality given FBI Director James Comey’s recommendation a day earlier against any prosecution. Even before Comey’s public statement, Lynch had said she intended to accept the recommendations of the FBI director and of her career prosecutors. more

He just left the door open for a future indictment.
(I was hoping he would indict her on just one charge leaving the other ~100 charges open for future prosecution.)

If you didn’t already know, it isn’t easy to eMail something on a classified network to another person that is on an unclassified network. Someone had to remove the data from that environment and then eMail it to Clinton. That someone is likely multiple people. Some of those multiple people must have Rs after their names.
And that is one path as to why Comey reached his decision.
