I did that.
I reported a RR train bridge here in NY State to the feds, 12 years ago that several steel cross members had rusted through and fallen into the Kinderhook creek. You could see them dangling over head and could see some of them in the creek bed when canoeing. They came an inspected it and said they stress tested it and it was structurally sound. One side had fallen down in 1936 and replaced. The other side is still stone. So much for infrastructure repair money going elsewhere.
