GP: In a controversial move, the City of Madras is proposing a new policy that would levy fines against grocery stores for shopping carts that are stolen and found near homeless camps, according to a report by Central Oregon Daily News.
Local grocery stores acknowledge the issue but are divided on the solution.
Kevin Eidemiller, co-manager of Ericksons Thriftway, expressed his frustration to Central Oregon Daily, “We’ve had close to probably 70 to 100 carts stolen in the last two years. At least once a week to every other week, we go hunting for our own carts.” more here
Just yesterday while driving to the grocery store I saw a woman pushing a shopping cart down the sidewalk about a 1/4 mile from the store. I mentioned that she stole it. My wife replied “she’s probably using it to take her stuff home and will bring it back the next time she visits the store”. I looked her straight in the eyes and said “It’s still stealing”.
The grocery store are the victims of theft. His dues it help to hold them twosome for having their property stolen?
Our Kroger’s on the South end of town had to have sensors installed on their carts that lock up the wheels if they are taken a certain distance beyond the store. Sometimes they malfunction inside the store when a customer is shopping. It’s kinda funny until it happens to you.

Have shoppers pay a deposit for carts that’s refunded when they are returned. Has the added benefit of not having carts littered all over the parking lot. I think some stores already do this.
