At a cost of $41.8 million we managed to train 54 fighters to go back into Syria and take on the Islamic State. Reports in July indicate that the entire group is either dead, captured or missing.
Congress authorized a total of $500 million toward training and equipping an opposition force with the goal of creating a 3,000 strong group of fighters.
So by government calculations, they spent less than 1/10th of the money allotted and raised a force 80% larger than the 30 fighters a 1/10 investment would represent.
Sure, the initial force was destroyed, but by government standards that’s giving the tax payer their money’s worth.

I’m amazed he got 60 to fight. The hordes fleeing Syria are mostly military age males, gone to live on welfare and bitch about their hosts, and leaving their women, children and elderly to fend for themselves.
